"Democratic institutions ostensibly serve the common good. Yet democratically elected leaders face varied incentives. Politicians must balance the public's welfare with demands from interest groups that run counter to the common good. Nowhere is this balancing act more apparent than in the area of economic policy. Many economic policies redistribute resources between groups. Governments collect taxes and redistribute the money via government programs. Governments could spend money on programs that support broad groups, such as universal health care or education. Alternatively, governments could use their fiscal resources to privilege small, select groups of citizens via programs like subsidies for business. Subsidies typically provide economic benefits selectively to small groups and accordingly can be described as "particularistic" economic policies. Particularistic economic policies often come at a cost to larger groups, including tax payers and consumers. As opposition to globalization grows, many governments seek policy responses. One response – the European Globalisation Adjustment Fund – provides support to workers in European Union member states who are made redundant as a result of globalization. Proponents argue that by offsetting some of the costs of globalization, the programme may bolster public support for international economic integration and the political parties that support it. I investigate the impact of the European Globalisation Adjustment Fund on voters' support for protectionist political parties using a difference-in-differences research design and official election results at the district and commune level. I also examine individual-level voting data. I find that in regions exposed to rising imports, assistance from the European Globalisation Adjustment Fund generates a small decrease in the vote share of one of Europe's most prominent anti-globalization parties, which ranges in magnitude from 0 to 1.5 percentage points. While consistent with the logic of embedded liberalism, the finding suggests that the theorized connection between compensation and support for globalization may be conditional rather than categorical.

Protecting the environment has emerged as one of the major challenges in international relations. In international environmental negotiations, countries hold divergent positions because of domestic politics and specifically the interaction of interests and institutions. Domestic political institutions privilege the interests of some groups over others, depending on their geographic distribution. This observation matters for global environmental cooperation because groups with varied interests in protecting the environment often exhibit different geographic patterns, as illustrated in negotiations over fisheries subsidies at the World Trade Organization (WTO). The fishing industry tends to be concentrated in geographic space because of its reliance on a geographically specific natural resource. The industry's geographic concentration gives it relatively more political clout in countries with plurality electoral systems. Environmentalists, who tend to be more diffuse geographically, enjoy greater political influence in countries with proportional representation systems and party-centered electoral competition. These political dynamics, as well as the electoral success of Green political parties, influence governments' spending priorities as well as states' positions in international environmental negotiations.

How does globalization affect politics? One of the most controversial aspects of globalization is offshoring, when manufacturing operations and business functions move abroad. Although voters generally dislike offshoring, it remains unclear how moving jobs abroad impacts democratic elections. Using a difference-in-differences estimation strategy, the author finds that incumbent government parties lose more votes in municipalities where a local plant moved production abroad between elections than in municipalities that did not experience such an event. The result holds across various time periods, different incumbent parties and diverse types of elections. In both national and regional elections, voters punish incumbent government parties when a local firm moves production abroad. Incumbent parties' vote shares fall as the number of jobs lost due to offshoring increases. In multiparty governments, voters disproportionately punish the largest coalition party for offshoring. The results of an original survey administered in Spain verify the importance of offshoring for voters' retrospective evaluations of incumbents.

Globalization intensifies political conflict between citizens whose circumstances improve from foreign trade and those whose lives deteriorate as a result of trade. To pacify these rival interests, governments may assist citizens who become unemployed due to trade. When and under what conditions will legislators fund such assistance programs? The current study addresses this question by examining Congressional roll call votes in the United States during a period of rapid economic integration (1980-2004). The analysis reveals that protrade legislators who represent relatively more exporters are more likely to vote for increased spending on Trade Adjustment Assistance (TAA) programs. Exporters and their elected representatives arguably support such expenditures to broaden the protrade coalition. (International Interactions (London)/FUB)

There is general agreement that democratic institutions shape politicians' incentives to cater to certain constituencies, but which electoral system causes politicians to be most responsive to narrow interests is still debateable. Some argue that plurality electoral rules provide the greatest incentives for politicians to cater to the interests of a few; others say proportional systems prompt politicians to be relatively more prone to narrow interests. This study suggests that both positions can be correct under different conditions. Politicians competing in plurality systems privilege voters with a shared narrow interest when such voters are geographically concentrated, but when they are geographically diffuse, such voters have greater political influence in proportional electoral systems. Government spending on subsidies in fourteen developed countries provides empirical support for this argument.

Governments elected by majoritarian rules are, according to conventional wisdom, more protectionist than governments elected by proportional rules. However, existing tests of this claim examine only one possible form of trade protection: tariffs. This leaves open the possibility that governments in majoritarian systems provide no more protection than governments in proportional systems but simply use tariffs more often than other forms of trade protection. Does the protectionist bias in majoritarian politics extend beyond tariffs? The current study addresses this question by examining an increasingly important form of trade protection: subsidies. In a sample of 68 countries from 1990 to 2006, spending on subsidies is found to be higher in majoritarian systems than in proportional systems, holding all else equal.
